Like I said before, I believe Peter is getting some very excellent strategic advice from someone who is a Professional in the Stock Market, possibly someone who worked for a Hedge fund, just judging the way they are doing certain things.

Totally agreed. Peter learned all the tricks in the stinky pinky world to pump and dump. Let's look back on the tricks:

Merger & acquisitions
Name change
CUSIP change
Dividend
Share buyback
Nasdaq bound
Symbol change

With all of these tricks, the share price continued to go down while the Authorized Shares went from 300M to 3B.

Look for another Authorized Shares increase soon.

This is some aggressive strategic defensive measures to combat the manipulation that's been going on. This is something you don't see much in the Penny markets.

That's incorrect. The DTCC does transaction-related clearing and settlement. The transfer agent accounts for VDSC/PVEC shares and issues new stock.

The transfer agent for PVEI is Olde Monmouth, which claims to be self gagged by their own policy, which is a reason diluting companies choose to use them.
