Outliers and anomalies do not give basis for an argument. But in rebuttal- what's your point? Are you trying to say that these places are successful because of not testing for drugs? Seems to be, from the way you worded it, that there's a direct correlation between the testing of drugs and success which is bogus. I live in San Antonio and been to Austin a lot...
