I am not surprised. Unless there is any numbers mentioned associated with contract, the stock price will not move.
It just says BRINKS bought unique signatureDNA mark, that means APDN will make 50k. It does not reveal other details such as, How many quantities of unique signature DNA mark. in what sectors it will be used. Does all sectors use same signatureDNA mark? or they need different ones down the line.
