Why does iHub allow members who have blocked the receipt of PMs from another member to send PMs to the member he/she has blocked?

This weekend, I received several harassing PMs from such a member to whom I have never sent a PM and was unable to respond. I finally blocked his PMs to me. He's the only one on my blocked list.

If an iHub member blocks another member's PMs, wouldn't it also be appropriate to block him/her from sending PMs to the member they have blocked from responding?
