Doesn't really matter "who" is responsible just that it is done. It is indicative of the sad state of America at large. The people are weak minded and defer everything to a proxy in lieu of using their own brain. That's why they are so easily manipulated and relieved of their cash. The battle of attrition wins the war and most people have the patience of a gnat to boot.
