I never understood the statement "clients don't want the bad people to know what their doing". Why not? It's called deterrence. Would an airport like to tout state of the art ETD equipment to deter terrorist from trying to bring a bomb to the airport to put on a plane?....or saying nothing about their capability in hopes someone brings a bomb so they can hopefully catch them.
This makes no sense to me at ALL!
When you get a home security system, is it pasted on the windows and doors? or would it be better not to tip off the burglars of your capability in hopes they break in so the security equipment can 'do it's thing".
Statements like these are qualifiers and justifiers meant to provide company cover, imo.
