I'm guessing he isn't comprehending the response you received and shared from Brian Wittwer, the guy that would need to approve any Alabama mining permit application, or the 153 consecutive years of not issuing any gold mining permits, leave alone the engineering cost just to create that application, knowing it will be refused.
