Exactly. Think of blinding a perp and he runs into the street and gets hit by a bus. or the beam misses and hits a another cop, or the beam blinds a driver of a car by accident. Or someone has a eye disease and IS blinded. Or the perp is at 8 and a half feet and is blinded for life for stealing a pack of smokes. No non lethal weapon is perfect, but LEI, unfortunately, does not have the infrastructure to protect itself, nor does it have any real world usage statistics. That's why its a failure, because there are adequate alternatives that have a proven effectiveness, as well as a documented risk factor.
