The oil companies go out of their way to hire and train the locals. As you say the locals are unskilled in oil field jobs so all of the good paying jobs are initially filled by expats and they are the bosses. Over time, locals can and do move up to higher levels as they prove themselves but it takes time. Whatever the oil companies do, it is never enough. The problem is that the money from the oil doesn't get back to the people because is taken by their corrupt politicians. It is an on going problem for EVERY oil company working in third world nations no matter what they do before or during their stay in a foreign country. All you can do is try to mitigate it as best you can and try to work around the problems.
