Does MISM trade on the TSX? No. Therefore, the 43-101 is highly inappropriate and offering one to their investors is very much frowned on by the SEC. They should be complying with SEC's Industry Guide 7, not the 43-101.

Not that it matters - MISM will never do one for a crappy desert dirt scam like they are running. But saying they will do one is often enough to fool a few more investors into forking over some cash.
