There is another alternative. It can finance the inventory of some of these OEMs who design it favors.

I think another alternative would be for Intel to be the ODM for the OEM mobile designs. Think of board development (which is a business that Intel is already in), and add to it system design, which Intel has already some experience, given their PUB-RD. They manufacture a design, and the OEM resells it. Seems like an interesting way to expand their business model, without getting into the sales channels where they can't compete.
