Which raises the question, who? Under the circumstance, I would expect IBM to badge-engineer the Newisys systems at first and then move to their own design if it sells well. Ditto for Sun, assuming they would even do their own design. Dell (hah!) would be similar to Sun. I expect HPaq to go to Opteron kicking and screaming, Carley has too much invested in Itanium. Besides that would mean concentrating on something other than her golden parachute. I do expect HPaq to use the A64, although maybe not this year. So that leaves Fujitsu-Siemens. I'd expect them to do their own design. Ditto for NEC.

Doesn't make much sense. If the TDP is 80W, then vendors will be paying for 80W cooling solutions, regardless of the actual CPU power. Guiding conservatively here costs money.
