Sure it is, if it happens. Anyway, I have no objection to such scheming. It's a lot less harmful than the regulatory agencies whose creation and endless growth is justified by the possibility of such scheming. One kind is just replaced by another less exposed to public correction but offering an endless rich field for lawyers, lobbyists, and politicians.
