Correct. Value will not go down. Eps will, which doesn't matter at this point.
Just as the other poster said, they will drop news and keep a higher market price sustained before issuing. They want to sell to the company at a par value higher than this obviously. They will then sell them at market even higher. Company won't just buy shares at par without them being able to sell them at higher prices.
