Actually, the follow-on technology will be far superior to the one you mention here and will involve RFID tagging of every vehicle on the road thus eliminating the necessity of 'photographing' tags on the run. RFID interrogation will be in real time, wireless, and every vehicle that comes within range will be automatically interrogated.
