I said it already in another post.

The Company who did this is known in Europe for distributing USA Brands. I assume it is a pre-investment for something they are sure will work out.
But again, they Need the EU-Approval which of course you get faster if you are made in the USA but it is a time consuming bureaucratic process.

However once you have the certificate then you can sell all over Europe and you do not Need a Special certification for every Country. But to make sure that you have some interest from the large retailers you have to do some market-research and I assume they are professional enough to know what they are doing.
