I have heard of such strategies where long term investors are advised to lock their shares so that shorters are not able to borrow them.

One way of doing that is a GTC sell order at a very high price.

MM's are required to have those shares available if there is a sell order in. So, in theory, shorts wouldn't be able to borrow against those shares.
