that's because the Series B Preferred Stock, Series C Preferred Stock and Series D Preferred Stock have not been converted and the warrants and options already in the money have not been exercised

On Oct 2nd, the company released the presentation illustrating 16.3 million shares outstanding. That didn't get magically reduced by 14 million shares in twelve days.
