Can't say that I like congressional staff running campaigns on the tax payers dime, that should be funded from the campaign war chest.

I never impied that they did. They can't! and they don't! It's highly illegal. Remember congressman Dan Rostankowski. He was indicted for simply not buying his own stamps for political mailings. But congressional staffs perform many constituent services from answering mail to helping people find their way through goverment forms to helping arrange veterans funerals. This is not considered campaign work - just part of their jobs.
