It's possible they have enough votes
While it's possible that insiders have enough shares to lock down the number of Authorized Shares without calling a meeting of the shareholders, they haven't yet done so. Therefore, they might not have enough votes to do this on their own.
I know that the company isn't telling the truth right now, otherwise they would have reported the actual number of Authorized Shares (as they'd done in past filings) instead of saying that Authorized Shares are capped by management at 950M.
I don't need to call the company because I know what the Articles of Incorporation say, which is all that matters.
