It seems to have escaped everyone's awareness that to place a P2O processor on a ship, you have to have a production version of a P2O processor available.
Last time I checked that event is just now occurring.
If you want to slam JB for being optimistic about have a production ready processor in the near future when he made that statement, that works for me. At the same time remember that the #3 processor is a much different and considerably more capable machine than what was being discussed back then.
