If a good news like the product is ported onto a widely used OS , and the stock price did not response, then why do you think a contract announcement will move this stock ? Pump and dump or not, it is not decided by the company itself, but the market, market means investor's confidence level , because , it is the investors activities which will impact the share price, demand and supply, not the company
