You can get a Sharebuilder acct setup in minutes if you are in a hurry. Otherwise Fidelity needs $2500 that allows TGGI. I would wait till opening to try again since OTC was just updated, that's probably why you couldn't buy in the past because was not current.

You have to wait 3 days until the money is in the account and settled... On the right in the screen your money must show in the non-marginal funds area... I use td and always buy pink and otc

When I buy pinks on TDA I have to use cash balance. Margin trading not allowed. The downside is if you want something now, you have to wait a day for funds to transfer. On Sharebuilder you can do instant purchase drawing from checking acct, but you get a surcharge on penny stocks.
If you have other stocks that were bought with cash you can sell them & my funds were always avail for immediate use on TDA. On sharebuilder it takes 3 days for funds to clear.
