The Reuter's article title is just simply wrong and misleading, and I would hate to think that people are so stupid as not to perform a little DD to find out what is really occurring. Again, media outlets will begin reporting this news more accurately the way the official PDF file has, and it will allay some fears stoked by the Reuter's spin.
Most people don't realize that Fannie has been on a hiring rampage lately. Companies that are being wound down don't do this. The common securitization platform, as you rightly pointed out, is old news but is part of the so-called "reforming" or "restructuring" of FnF to meet goals, nothing more.
