The company has already hired an IR firm and my guess is it is Direct Global Media (DGM); although, the company has never stated who they've hired. At least I don't believe they ever have. From what I can tell DGM is the parent for Xtreme penny picks (not sure the exact relationship, but they are definitely affiliated) which is also a sister company to OurHotStockPicks. I'm not sure who else is in their family or affiliated with them.
Whether or not it is the company(or plural) I think it is, STLK does have some sort of solution for getting the word out once there is some word to spread...
The announcement of a $300,000,000 contract should be enough to get the attention of A LOT of traders and having a company with any kind of following, like Xtreme with 190k followers on Twitter, should really get the ball rolling.
With news like that though I don't think we here are going to have to do a whole lot to spread the word as I think it will sort of take care of itself. That and once volume goes into the millions (up 1000+%) and the stock is up 100+% we'll show up on all kinds of stock screeners...
It's just a sit and wait at this point...
