That particular article didn't specify. But I'd assume soon if $msft already has deals In place. First I'm hearing of it tonight. I'd love to see some shorts hit this or something to get a better entry price but that's just being selfish and unrealistic. 6 months from now this looks like a 23-25 dollar stock to me.
