Trend,
The House passed a bill. Funds Govt. but does not fund Obamacare.
The Senate stripped out the reference to Obamacare. Passed bill to fund the Govt.
The House now has to decide if they want to add anything back to the bill or pass it as is. The items you mentioned are possible adds.
That's where it is now.
