I too don't understand a 1:100 since it does not accomplish the stated purpose unless developments are anticipated that can move pps to $5, which is the old 5 cents. Developments that may do it are financing of a cyclotron, a resumption of sales of scanners, and an increase in sales of Sr, all of which are entirely possible, and none of which would be surprising if announced.
