It means, I believe, that WORL wants to accumulate shares as cheaply as possible, so it's trying to run down the price, and wait for bid whackers all the while only selling at a cheaper than ask price via the bid. This situation also creates a lot of red tape, thus more of a catalyst to people actually selling at bid to them.
Seen it before plenty of times. Good ol' WORL makes dip opportunities here easy. :-)
