Once again, no. The settlements do not mean there was no wrongdoing on the part of the companies and the alleged wrongdoings are not the reason that they are in conservatorship. The companies aren't being punished for "wrogdoings" by being put into cship, so even if they are shown to have done nothing wrong, that is not a reason to release them as that post implies.
