There are rules guiding the timing of material definitive news. That news is required to be released within 4 days, regardless of whether it is before or after a stock split.
It is much more likely for the share price to hit $0.05 from current levels with the announcement of financing, than to climb to $5 from $0.30
It's a 1667% increase either way, using .003/.05 -.30/5.00. What might make a difference is the float. Pre-split float is 768 million shares vs. post split of 7.68 million shares. Considering the low float after the split, I believe that the price will be more likely to make the 1667% move from .30 to 5.00.
