I think this is the key and solution-
(These naked short positions at the DTCC must be collateralized at 130%)

I believe the 130% should be changed to 1300% a 10X increase. You have to make the cost too high to make it profitable. The increase makes MM's choose not to sell IOU's. A simple change that creates a simple solution!!
