How can PRPM claim to be "current" when they still list their authorized shares as being 4 billion instead of 6?

Yes I know that 4 billion was "technically" true as of July 31, 2013. But three weeks later Fast Eddie quietly upped the A/S by 1/3rd to 6 billion (not to mention the 10 million preferred shares):
