Why does this even get 50? Why does it get to 20?

Despite the fact that most of the O/S is restricted, I don't see why anyone would buy this for more than 0.50 with all the recently sold shares valued a 0.25

When the restricted shares are released into the float, expect a falling knife to cut investors here.

Explain please.
