You have to understand the gifts that were given to the MM's for the OTC market. They don't really have to report any of their trades until a certain time after close. Therefore they can report the trades they want us (the public) to see at one point in the day and the ones they don't want us to see after the close. Therefore they can report 5 lower trades and everybody thinks the sky is falling and the amateur investor panics and sells lower. Many different games can be played but this is probably the most obvious and most common.

The MMs have X amount of time after close to report trades for the day. If they want to hide trades that occurred during the trading session, they can wait till close to report them. We have no idea what time of day these trades occurred. Had they been reported at the time of execution, the market would've responded accordingly at that time. It's a handy tool for MMs to use for manipulating the trading session.
