Canada Abbott is a small part of Abbott.

Which means the person at Abbott in charge of
Vitaros reports to a person, who reports to another person, who reports to another person, who reports to Abbott's COO who reports to Abbott's CEO, who reports to the BOD.

Have not researched Abbott's organization chart, so this is all a guess, but.................Bet I am close to the truth.

So Vitaros may be important to the success of the Canadian division, but not so important that the person at the bottom of the food chain will risk their career.
