I can confirm that from personal experience. The PowerNow technology that AMD has been shipping for years (starting with the Mobile Athlon4) almost instantly takes the CPU to full speed when a load occurs and takes it back down as soon as the load goes away.

Buyers of AMD notebooks have been benefitting from this technology for years.

Someday, perhaps, buyers of Intel notebooks will be able to enjoy the same benefits.
