So, are these insiders registering to sell because they have given up on NDOL or are they getting ready to make some big money when good news comes out?

I'm sure most of those shares have been sold already. They would have sold at 20 to 40 cents when you can see huge volumes. The volumes are pretty low now. Probably sales by those who have given up on NDOL.
