No problem Multivalue. It's good that prospective readers here now know that CDOC has audited financials. You are right about the uplisting. I personally have no idea why they don't go to OTCQB as fast as possible.
Regarding the seller. It's Hanks opinion that the entity who holds a lot of shares already and who holds the debt wants to keep the stock low in order to get a better deal the next time the company wants to convert debt into shares. That's the reason behind all of that.
I agree this might be a factor from time to time until the debt is gone or they negotiate for the rest of the debt once and for all. But it's not always the reason when we see seller.
