No they can't when you work w/ companies like ford it would be irresponsible, that rule would carry over to small projects also.
I haven't touched it but the engine that OSU/CAR is working on looks to be as described, a Phoenix chassis with a cyclone engine. And no it wasn't Photo Shopped.

If a company or contractor answers your questions it's insider trading.
It does not mean they are hiding something from you; it's business.
The info is out there for free (hint look for PDF files) or ask nice.
