Per the Columbia student's paper:

"Naphtha is used in high or regular grade transport fuels. Naphtha product from the P2O process requires
further blending before it can be sold to the consumer. Naphtha produced at the Niagara Falls facility is sold
directly to GTI Oil and Chemical for blended fuel distribution."

GTI is a broker/marketer of goods and services. They don't blend or distribute anything. In fact, whether the recipient of the JBI naphtha blends fuel for use in high or regular grade transport fuels or not, it's definitely not being shipped directly to 40 Mills St in Morristown.
