I didn't mean to say that the shorters have "control" over the pps but I do believe that they likely have significant influence since they seem to contribute to a very large portion of the daily trades.

There is no question that institutions have substantially greater buying power than retail investors and probably almost all shorters combined as well. However, almost all institutions shy away from penny stocks and those that have purchased APDN shares have made one-time investments as far as I can tell.

I believe those that are shorting APDN are day-traders or churners. That is not to say there are long day-traders as well, but it appears that their numbers are not as great as those investing on the opposite side.

As for the pps "not going up" because of shorting, I believe increasing revenues will overcome the shorters eventually.

All of the above and my previous post on shorting are simply impressions derived from the data available with my brand of logic. I could be completely wrong so take my posts with a grain of salt. GLTY/GLTA.
