What Intel believes, in my opinion, is that no one else can make those and these customers will come back to Intel.

Because ARM can't do embedded microcontrollers? They have a multi-decade history there.

To me it looks like the strategy is a way to press their fab advantage and grow their foundry business.

This opens up Intel to take Quark outside of its own fabrication facilities (though Krzanich said they would prefer not during Q&A)
