My first read of Russia's proposal was they want the U.S. to back off their threat first, then Syria would put their chemicals "under international control". HRC is right to read the fine print...Pres Obama back off first? - that's not going to happen...Syria will put their chemicals under international control? - what does that mean?

I agree with Sen Barbara Mikulski (D-MD) - once the Senate votes to use military force, they cannot take that vote back!
