I am not attempting to speak for Little D, but was the above the actual response? It is missing the words "NEED TO". It should read;

The securities became quoted when a [color=red]market maker began quoting them on an unsolicited basis. This was done by a market maker and does not NEED TO be approved by the company.[/[/color]b]
