Because he sees his RETAIL customer has just put in a SELL order at .0034

So, as he SHORTED the shares he had in his customers accounts, he is trying to pick them up AHEAD of the ASK .0034 getting filled because he simply does not have the shares in his account.

Getting very transparent.
