The cementing and casing is part of the drilling process.Every area has a water table underground.And when you drill through the water table you get a lot of water coming out of the ground that now has to be hauled away and treated because it is contaminated with drilling additives and different chemicals used in drilling.So they run a large diameter pipe in the ground and go below the water table with it.Use cement around the outside of it to block all that water from coming up and then use smaller diameter pipe to fit through the large pipe and continue to drill the well to the proper depth without all the water coming up.It does a couple of other things as well. http://en.wikipedia.org/wiki/Casing_%28borehole%29
