Maybe I am optimistic but to be honest I cannot see the fishiness here...shares issuable are always expanded long in advance, all biotechs do this, and they've specifically stated that they wont be issuing any this year (since we have more than enough cash).
I'm all for some healthy skepticism, though, so what do you think is the fishy part?

Company has already stated they are not raising funds until after PII trial results.
