Not familiar with them. E-Trade will give you E-Pro for free depending on how many trades you do on a monthly basis. If you're an active trader you might consult Scottrade to see if they offer something similar. Sorry I couldn't be more helpful.

I did search about that on scottrade and it charges 10$ for L2 access every month but its free if you trade > 10 times a month.

Scottrade has it for $10 a month but it wouldn't help here. It doesn't cover penny stocks.
