I resolved that there is difficulty for we retail investors, in placing value on a stock that sits at .07

I include myself in the retail investor category, but I am not one that doesn't know how to value assets. Not knowing price/ton, you can still value according to market penetration(which doesn't happen over night) and other methods. So those numbers are accurate, and should give a clear picture. But that does not mean that someone will not be happy with selling at a buck. The company will not be sold for a buck IMO.
